The guide for drawing up Climate and Energy Plans in the Basque Country is updated with new targets and resources

The document, developed in the framework of LIFE IP Urban Klima 2050, includes the new regulatory framework, reinforces a fair transition and increases the amount of resources available to municipalities and counties. 

The public company Ihobe, together with the Basque Energy Agency - EVE, has updated the Guide for drawing up Climate and Energy Plans in the Basque Country, a tool aimed at local councils and regional entities to promote local climate action. This update has been carried out in the framework of the LIFE IP Urban Klima 2050 project with the aim of adapting the document to the new regulatory, technical and social challenges in the field of energy transition and climate change. 

The guide is part of the shared resources of the Udalsarea 2030 network, which provides municipalities and counties with specific tools to facilitate the drafting, implementation and monitoring of climate and energy plans. 

Adaptation to the new regulatory context 

The update includes the latest European and national climate and energy targets and strengthens its alignment with the Basque Country’s planning. In this sense, the document is in line with the provisions of Law 1/2024 on Energy Transition and Climate Change in the Basque Country, which integrates and extends the obligations already included in the Law 4/2019 on Energy Sustainability. The guide details the requirements that apply to municipalities and clarifies the relationship between the two regulatory frameworks. 

The document also reinforces its link with European initiatives such as the Covenant of Mayors for Climate and Energy and includes the necessary requirements for municipalities to join. 

Methodological improvement and new approaches 

One of the main parts that has been updated is the methodology for the diagnosis of adaptation to climate change, aligned with the IPCC’s sixth report (2022). This report warns that climate change is already affecting all regions in the world and that 3.3 to 3.6 billion people live in contexts that are highly vulnerable to its effects. 

The guide also clarifies the concept of fair transition and includes recommendations for integrating it as a cross-cutting approach in plans for both mitigation and adaptation actions. Similarly, it reinforces the gender perspective and provides practical guidance for its incorporation into local climate planning. 

It also updates and increases the amount of resources available to municipalities. The document includes new tools, such as Kostaegoki, and revises existing tools to adapt them to the current context. 

As a complement to the guide, a specific document has been developed for local authorities with guidelines for the hiring external services. This material includes keys, recommendations and templates that facilitate the preparation of tenders for the development of climate and energy plans.
