SPECIFIC OBJECTIVES

1.

To help the finalisation of the current Action Plan (2015 –2020) and to support the definition of the next Action Plans (2021-2025 and 2026-2030).
2.

To promote the integration of the KLIMA 2050 Strategy in the territorial and sectorial planning activities and to analyze the effects of its integration.
3.

To implement a series of actions (best practice, demonstration and pilot) at 3 pitot areas (urban/peri-urban, river basin and coast).
4.

To fine-tune the citizen and administration capacities to fully implement the 24 Lines of Intervention of KLIMA 2050 Strategy.
5.

To improve the governance in the CC field, at all administrative scales.
6.

To multiply the impacts of the project's solutions and mobilise a wideruptake, reaching a critical mass during the project and/or in a short and medium-term perspective after the end of the IP

THE URBAN KLIMA 2050 ACTIONS ARE DIVIDED INTO FIVE BLOCKS, AS WELL AS THOSE SET OUT IN THE LIFE CALL.



WE ANALYSE

First of all, an analysis is carried out. On the one hand, the KLIMA 2050 Strategy is reviewed through its action plans, from a continuous improvement approach. On the other hand, the climate risk analysis for the Basque Country is extended in those aspects that have not yet been developed.

WE DEFINE

Next, actions are defined: how, where and when to act in order to reduce emissions and make the territory resilient, as well as setting out guidelines on how to integrate climate change in policies.

WE ACT

Pilot projects are implemented in three specific areas of our territory: coast, river basins and urban/suburban areas, with the idea that they can be scalable to other municipalities, districts or basins in the future. The main areas where projects are undertaken are in urban areas, such as Bakio, Bermeo, Bilbao, Donostia-San Sebastian, Gernika-Lumo, Vitoria-Gasteiz and Zarautz. The suburban areas with pilot schemes are Urdaibai, the Debabarrena coast and Rioja Alavesa. Projects are being undertaken in the basins or estuaries of the Rivers Butrón, Oka, Ibaizabal, Deba, Urumea, Zadorra, Baia and Ebro.

REVIEW OF THE KLIMA 2050 STRATEGY BASED ON A CONTINUOUS IMPROVEMENT APPROACH

The context relating to climate change is changing and requires continuous updating. Within the framework of the Urban Klima 2050 project, the planning includes a review of the objectives, goals and lines of action of the Klima 2050 Strategy. In addition, its socio-economic impact will be analysed.

PARTICIPANTS

EXTENSION OF THE CLIMATE RISK ANALYSIS IN THE BASQUE COUNTRY

In recent years, work on climate risk has been carried out in the Basque Country from different perspectives. More specifically, this has included rising sea levels, temperature and rainfall scenarios and municipal climate risk, among other issues. Therefore, this action does not involve starting from scratch, but will complement the previous work. Variables such as humidity, wind, radiation and erosion will be studied in depth, and additional scenarios for rainfall and daily temperatures will be analysed, and landslides in Gipuzkoa will be studied to design a methodology that is exportable to the rest of the BAC.

DEFINITION OF THE BEST ACTIONS ON CLIMATE CHANGE IN THE BASQUE COUNTRY

The objective of this action is to define the measures that will make up the Klima 2050 Strategy action plans that will be carried out in the periods 2021-2025 and 2026-2030. For the implementation of this action, five activities will be carried out: the contextualisation for the design of the action plan, the coordination between the different agents, the preparation of the draft of the action plan, the development of a participatory process and the production of the final document of the action plan. The design of both action plans will be carried out collaboratively, working in a network with the different relevant actors in the field of climate change in the Basque Country.

GUIDELINES FOR INTEGRATING CLIMATE CHANGE IN LAND USE AND URBAN PLANNING

The main objective of this action is to define guidelines for integrating climate change and, more specifically, adaptation to it, into different land use and urban planning tools. In order to do this, several subtasks will be carried out: the systematic analysis of information, the analysis of the consideration of climate change in the Land Use Planning Guidelines, the analysis of the requirements for territorial governance, the identification of possible points at which to integrate climate change into land use and urban planning tools, and the co-creation of methodological approaches for integrating climate change into land use and urban planning.

PRIORITISATION OF ACTIONS ON CLIMATE CHANGE

To carry out the prioritisation, the actions foreseen in the action plans of the Klima 2050 Strategy for the periods 2021-2025 and 2026-2030 will be analysed and those considered most appropriate will be prioritised, taking into account various criteria, such as economic and social criteria, efficiency, etc. In order to do this, the most relevant variables will be identified according to each of the sectors on which the plans will focus, which include the agricultural sector, urban and land use planning and the coast.

INTEGRATION OF THE KLIMA 2050 STRATEGY IN LAND USE PLANNING

This action is related to action C.1.2. Based on its results, two pilot projects will be carried out: the consideration of climate change in the preparation of the process for the Sectoral Territorial Plan for Renewable Energy and the incorporation of the climate change perspective and, especially, of adaptation to it in the Punta de Zorrotza Special Plan. The lessons learned from this action will also feed into and will complete action C.1.2.

EVALUATION OF MUNICIPAL EMERGENCY PLANS

Within the framework of this action, a methodology will be developed to update the municipal emergency plans taking climate change into account. One of the pilot projects will be carried out in Donostia-San Sebastián, where the effects of rain, temperature, wind and rising sea levels will be integrated into the city’s emergency plan.

INTEGRATION OF CLIMATE CHANGE IN HEALTH POLICIES

With the implementation of this action, Urban Klima 2050 will acquire in-depth knowledge regarding the impacts related to diseases caused by vectors, that is, transmitters of diseases, such as the tiger mosquito. This knowledge will serve to provide tools and indicators to incorporate future risks related to climate change into current prevention plans. In addition, the possible effects of urban planning initiatives on the health and quality of life of the population will be identified.

INTEGRATION OF CLIMATE CHANGE IN ENERGY POLICIES

This action seeks to integrate climate change and, especially, adaptation to it in regional energy policies with the aim of achieving an efficient, less vulnerable and more resilient model, which is the key to achieving a better globally adapted society. Within the framework of this action, it is proposed to generate additional information in relation to the energy sector in the field of climate change and to review the Energy Strategy of the Basque Country 2030 from the perspective of climate change, with special emphasis on the area of adaptation. Two pilot projects will be carried out (in the municipalities of Bilbao and Zarautz) to assess the climate risk to the municipal distribution network in the face of extreme events.

INTEGRATION OF CLIMATE CHANGE IN WATER POLICIES

The objective is to improve the integration of climate change into the water policies of the Basque Country, specifically in the hydrological plans, special drought plans and flood risk management plans. In order to do this, the following sub-actions will be carried out: studies of the effects of climate change on floods, on water resources (pilot project in Bakio), on droughts and on the balance of resource and demand (pilot project in Bakio).

The objective of this action is to educate citizens about climate change, promoting useful actions and tools so that everyone can provide solutions in the area of climate change. CITIZEN SCIENCE PLATFORM

In this action, a citizen science platform will be created to help people to be part of the solution by promoting the figure of the “climate agent” who mobilises their environment. This platform will be tested through the pilot projects that make up the Urban Klima 2050 project. In order to do this, applications will be created for citizens to support the management of extreme events and the monitoring of the results of the adaptation measures implemented through the pilot projects.

USE OF PUBLIC PROCUREMENT FOR A LOW-CARBON EMISSIONS ECONOMY

In this action, the objective is to ensure consistency between the Klima 2050 Strategy and the public purchasing policies of the administrations. In order to do this, the criteria for purchasing of products and hiring of services that facilitate a low-carbon economy will be identified, and a methodology will be developed and outcome indicators designed. Criteria relating to this will be incorporated as the Urban Klima 2050 pilot projects are carried out. Finally, the results obtained will be integrated into the Green Public Procurement Programme of the Basque Government.

GENERATION OF TOOLS AND TRAINING FOR THE TOWN/CITY COUNCILS

The main focus of this action is to design tools to facilitate climate action in the municipalities and develop the necessary capabilities for their use. In this way, Urban Klima 2050 will promote the presence of Basque Town and City Councils on international platforms related to climate change such as the “Covenant of Mayors for Climate and Energy”. In addition, work will be done to adapt the tools linked to climate change that have been developed prior to the project to the local area, in order to adjust them to the realities of our territory.

The objective of this action is to aggregate existing and future knowledge regarding climate change in a single structure called the climate change hub. In addition, it will have the function of disseminating information related to climate change in different formats depending on the target audience.

PARTICIPANTS

KEY GREEN INFRASTRUCTURE TO IMPROVE THE URBAN-RURAL CONNECTION AND THE RESILIENCE OF THE TERRITORY

In this action, seven projects will be developed in the three historic territories. In Bermeo, degraded suburban areas will be recovered to adapt them to the effects of climate change and ecological agriculture practices will be fostered. On the outskirts of Vitoria-Gasteiz, local and ecological agriculture will be promoted in Aramangelu/Basaldea park; degraded areas of the periphery will be restored, following the same model as in Bermeo; and all of the municipality's agri-ecological sectors will be classified. In Donostia-San Sebastián, the Artikutza dam will be naturalised. Finally, a green belt will be created in the district of Debabarrena to naturalise the area.

The aim of this action is to foster more sustainable mobility. Among other actions, a public network of electric bicycles will be created on the outskirts of Vitoria-Gasteiz, and a system of pedestrian and cycle ways will be created in the municipal area of Ibarrangelua, in the Urdaibai Biosphere Reserve.

IMPLEMENTACIÓN DE ENERGÍAS RENOVABLES

El objetivo central de esta acción es promocionar proyectos de diferentes fuentes de energías renovables. Para ello, se trabajará en el desarrollo de dos proyectos de demostración de reutilización de residuos de la poda de viñedos como biomasa en la Rioja Alavesa. Además, se llevarán a cabo tres proyectos de energía mini-eólica (100kW instalados), uno en cada territorio histórico. Asimismo, en el Puerto de Bermeo se desarrollará un sistema hidrotermal; en Donostia-San Sebastián, se implantarán cuatro proyectos de autoconsumo, y, en Álava, se implementarán energías renovables para promover el autoconsumo en núcleos rurales.

The main aim of this action is to prevent future flooding by implementing natural solutions in diverse rivers. Work will be carried out in the following basins: River Estepona, in Bakio, with the creation of an urban marsh; River Errekatxulo, in Donostia-San Sebastian, with the re-naturalisation of the regatta; and the reforestation of riverside woods in the Natura 2000 network, in Alava.
