Urban Klima 2050 activates 70% of the actions of the plan to empower citizens for climate change

The plan includes a total of 29 actions aimed at encouraging sustainable habits and fostering active and co-responsible citizenship in light of climate change.

Since the completion of the participatory process carried out with relevant stakeholders in the Autonomous Community of the Basque Country (CAPV) for the co-creation of the plan to empower citizens for climate action in June 2023, Ihobe - Public Environmental Management Company has been working on its implementation. This plan, which is part of the LIFE IP Urban Klima 2050 project, is structured around six strategic lines and includes a total of 29 actions aimed at encouraging sustainable habits and fostering active and co-responsible citizenship in light of climate change. 

As part of its commitment, Urban Klima 2050 has held a feedback session with the agents who participated in the co-creation of the Plan, in which the degree of progress achieved throughout its development was shared. During the session, the results of the monitoring were analysed, showing that 69% of the actions are already underway. Of these, 31% are in the development phase and the remaining 38% have already been completed, in many cases constituting recurrent actions that Ihobe offers as a service. 

Among the actions completed, initiatives like the Klima Azoka travelling fair; the dissemination and promotion of the Escape Box on Climate Change TerminUs; the promotion of a line of work with the Department of Health to raise awareness of the connections between climate change and health, which has led to works such as the Health and Environment Environmental Profile, in which climate change is presented as one of the 7 environmental determinants of health; or the "art and climate" initiatives, such as Klimametraje or Zinebi Express. Others are already underway, such as the updating of the publication on '52 gestures against climate change' or the personal carbon footprint calculator; a manual for the promotion of healthy and sustainable school environments in the Basque Country; the updating of the practical guide 'Health and sustainable urban development' with a reinforced climate perspective; the development of the Urban Klima 2050 citizen science platform; or the creation of the Basque Country’s Energy Transition and Climate Change Citizen Assembly.  

6 goals, one objective: moving towards engaged citizens 

To achieve more engaged citizens, the plan focuses on 6 goals: 

In terms of strategic lines, communication actions show the highest degree of progress, with 71% initiated and 57% completed. This is followed by awareness-raising, with 75% of the actions initiated and 50% completed, and citizen participation, with 100% of the actions initiated and 33% completed. The education, information and context switching lines show a lower level of implementation, but they are also making progress: 60%, 50% and 50% of their actions have been initiated, respectively. 

The main objective of the plan is to transform citizens' habits towards more sustainable behaviour, with goals that include: promoting sustainable mobility, fostering a fair energy transition, encouraging responsible consumption, moving towards zero waste, protecting ecosystems and ensuring the active participation of citizens in climate action. 

Over the coming months, the same monitoring exercise will be carried out with the five municipal empowerment plans developed within the framework of the Urban Klima 2050 project.
