Gernika-Lumo launches a citizen survey to advance the design of its climate shelter network

04/12/2025

The municipality takes a new step in the participatory process begun in September to set up a network of safe spaces to protect against extreme heat.

The Gernika-Lumo City Council has launched an online survey aimed at all citizens with the aim of gathering proposals and needs for the design of the future municipal network of climate shelters. The questionnaire will make it possible to identify potential spaces, learn about habits, and detect situations of vulnerability to episodes of extreme heat, which are becoming increasingly frequent because of climate change.

This new phase is part of the participatory process that began last September, when the council called on local stakeholders to begin collaboratively defining which spaces in the municipality can offer thermal comfort and safety during heat waves. At that first session, initial contributions were collected and the criteria that will guide the configuration of the network were explained.

With the launch of the survey, which will remain open until December 14, the City Council seeks to broaden participation and ensure that the future network responds to the real needs of the population. The information collected will be used to complete a map of possible climate shelters—both outdoors and indoors—and to advance the planning of local adaptation measures.

This initiative is part of the LIFE IP Urban Klima 2050 project within action C.7.1 With citizens towards climate action.
